WASHINGTON STATE PILOT CAR REGULATIONS

Commercial Vehicles & Trucking – Washington (WSDOT)

The Washington State Department of Transportation (WSDOT) provides permitting, routing, and regulations for commercial motor vehicles and oversize/overweight loads.

  • Oversize / Overweight Permits — Required for loads exceeding legal limits (generally over 8’6″ wide, 14′ high, or 80,000 lbs GVW)

Pilot / Escort Vehicle Operator (PEVO) Requirements – Washington

Washington has strict rules for certified pilot/escort vehicles when moving extra-legal loads (WAC 468-38-100).

When Pilot/Escort Vehicles Are Required:

  • Width:
    • Over 11 ft on two-lane highways → 2 pilots (front + rear)
    • Over 14 ft on multilane highways → 1 rear escort
    • Over 20 ft → Additional escorts usually required
  • Height — Over 14’6″ → Front pilot with height pole required
  • Length / Overhang — Specific rear or front pilots based on trailer length and overhang (e.g., rear overhang >20 ft or trailer >105–125 ft)
  • Other — When visibility is limited or as required by the department

PEVO Certification Requirements

  • All pilot/escort operators must be certified.
  • Washington PEVO certification is valid for 3 years.
  • Initial Training: 8-hour course + pass written exam (80% or higher).
  • Recertification: 4-hour course every 3 years.
  • Minimum age: 18 with a valid driver’s license.

Pilot Vehicle & Equipment Standards

  • Vehicle: Passenger car, van, or two-axle truck (max 16,000 lbs GVW, no towing)
  • OVERSIZE LOAD” sign (black on yellow)
  • Amber flashing/rotating warning lights visible from all directions
  • Required equipment: Height pole, STOP/SLOW paddle, fire extinguisher, reflective triangles, Class 2/3 safety vest, first aid kit, two-way radio, etc.
